Fiji and Japan’s Strategic Dialogue on Law and Justice 
The Ministry of Justice of Fiji and the Ministry of Justice of Japan convened a Strategic Dialogue on Law and Justice on 31 July 2025, reinforcing a shared commitment to the rule of law, human rights, and good governance.

In his opening address, H. E. Tsutsumi Yoshiyuki, the Assistant Vice-Minister of Justice of Japan, welcomed Fiji’s Minister for Justice and Acting Attorney-General Hon. Siromi Turaga and his delegation and emphasized on the inception of ST-Just—an initiative aimed at fostering legal cooperation through regular exchange and collaboration. He emphasized the dialogue’s potential to strengthen bilateral ties grounded in mutual respect and shared values.
In response, Minister Turaga conveyed his appreciation for Japan’s hospitality and affirmed Fiji’s commitment to advancing human rights, good governance, and judicial reform. As noted by the Minister, the dialogue serves as a pivotal forum for developing practical and sustainable initiatives in law and justice, marking a milestone in the growing partnership between Japan and Fiji.
The programme also witnessed the signing ceremony to the Memorandum of Cooperation in the fields of law and justice. As noted by the Hon Minister Turaga, the Memorandum of Cooperation (MoC) has laid the foundation for a practical framework for cooperation. From corrections reform and youth engagement to legal capacity-building and digital transformation, the dialogue and MoC now establishes a technical partnership rooted in mutual respect, inspired by Japan’s dedication to legal innovation and integrity.
With participation from high-level officials and legal experts, the dialogue and the Memorandum of Cooperation, provided a platform for practical, forward-looking collaboration, affirming Fiji’s dedication to learning from Japan’s expertise in shaping sustainable justice cooperation.
As part of the Minister’s visitation programme in Tokyo, the seven-member delegation were earlier hosted by the Embassy of the Republic of Fiji’s Chargé d’affaires ad interim, Ms Kelera Savu, to a lunch meeting on 30 July 2025. This provided an opportunity for the Hon. Minister to meet key stakeholders and Japan’s senior representatives with keen interest to pursue and deepen Fiji’s bilateral ties with the Government of Japan.
On 1 August 2025, the Minister and delegation further undertook site visit to a correctional facility for exchanges and capacity building in corrections management and rehabilitation efforts among other key areas of interest.
Prior to their return to Fiji, the delegation also undertook a meeting with Mr Filimone Waqabaca, CEO for Fiji Development Bank and Commissioner-General for Fiji at the Expo 2025 in Osaka, Kansai.
